Crisis Before the Emergency: Evictions in Detroit Before and After the Onset of COVID-19

This paper analyzes eviction filings and outcomes in Detroit before and after COVID-19, highlighting the positive impact of pandemic-era eviction prevention measures on reducing evictions. ​While effective and unprecedented, many of these measures were short-term, and have since been sunset. The paper offers long-term policy solutions, such as rental code enforcement, enacting just cause evictions, and banning cold weather bailiff evictions, as long-term policy solutions to the eviction crisis.
