With the goal of understanding, diagnosing, and exploring the crisis of mass incarceration, this journal article discusses the history of the wholesale institutionalization of the disabled. This article explores how this form of mass detention, motivated by a continuing application of eugenics and persistent class-based discrimination, was an important part of the history of imprisonment and shaped key contours of the current correctional system.
